1: Hill and mountain skills were made more important. This was done because the flat skill is still a bit over-represented and also to have hills and mountains give more impact on the overall result, even in races with not many hills/mountains.
Technically, this was done by increasing the distance of these race-parts (for calculation purposes only).
The length for hills is increased by 50% (indicated distance times 1.5).
The length for mountains is increased by 100% (indicated distance times 2.0).
This means that races with hills/mountains are longer, but again, this only matters on the calculation-part, there are not any disadvantages to the cyclists. The only noticable aspect is that result times will be longer, especially for mountain stages.
For example: this means that races with a 10km mountain are calculated as if it were a 20km mountain, so that the mountain skill has more influence on the end result.
2: sprint skill is now used for the sprints/mountains during a tour. But you will still need a good cyclist in the other skills to make the difference; a sprint skill of 20 won't be enough to win sprints if the cyclist has very bad other skills.
